2025-2027 Automated Traffic Safety Camera Program Update

Project Overview

In addition to the updates to the City’s Redlight program, the City of Bremerton, in support of Safe Routes to School Programs and the City’s Speed Feedback Program, is conducting reviews of locations for Automated Traffic Safety Speed Zones. Washington State law allows for implementation of speed zones near Parks and Schools. The City is conducting speed zone analysis near parks and schools across the city. The first phase of speed analysis will occur near nine (9) schools within the City, and the second phase will review three (3) different park zones. 

Intersections that use redlight cameras, first implemented in Bremerton in 2007, were analyzed and equipment updates occurred in spring and summer of 2025.   

Factors that are considered when placing Automated Traffic Safety Cameras:

  • Legal requirements: Is the location near a public park or school? 
    • The City is also allowed 1 speed camera per 10,000 residents in any location across the City. 
  • Use of data analysis, crash or incident history.
  • Consideration of vehicle/pedestrian traffic volumes.

Project Funding and Fines

Funds generated from safety violations under this program are utilized for the program operations. The City also has available location analysis under the new agreement and program updates. 

A school zone speed infraction is implemented at three levels:

  • A vehicle exceeding the posted speed limit by 6MPH – 10MPH a first tier fine amount (TBD).
  • A vehicle exceeding the posted speed limit by 11MPH – 15MPH a second tier fine amount (TBD).
  • A vehicle exceeding the posted speed limit by 16+ MPH a third tier fine amount (TBD).

A park zone speed infraction is implemented simply at one level:

  •  A vehicle exceeding the posted speed limit by 6MPH + is subject to a fine at a first tier fine amount (TBD).

A redlight infraction is implemented simply at one level:

  • A vehicle running the redlight is subject to a fine of $139 for a first offense.

Timeline for Implementation

Updates to the existing Redlight program began in June of 2025 and completed in September 2025. The reviews of speed zone locations began in June 2025 and were completed in Q1 of 2026.  The timeline for implementation and activation is below:
