Active Transportation Plan Update

Project Overview

The City is updating the Active Transportation Plan (ATP), formerly called the Non-motorized Plan. The update to the 2007 plan began in conjunction with the 2044 Comprehensive Plan’s transportation element.    

The Bremerton ATP aims to create a safer, more accessible, and sustainable city for people walking, biking, and rolling. As the City of Bremerton plans its future transportation network, promoting active transportation - walking, biking, and using assistive mobility devices—will play a crucial role in enhancing mobility, reducing traffic congestion, improving public health, and supporting environmental sustainability. Investments in active transportation promote a more vibrant, connected, and resilient community for everyone.  

The ATP will set the future direction for nonmotorized infrastructure in Bremerton. The plan will outline the City's aspirations for the next 20 years and define measurable objectives to achieve that vision.

Project Status (2/4/2026)

The ATP advanced to a draft final plan in late 2024, however public comment led the Planning Commission to request that the ATP be separated from the 2044 Comp Plan Update so that it could follow a process and timeline that allowed greater public engagement and reconsideration of the draft plan. Council and the Administration agreed, and the ATP was paused in early 2025.  

A new team was convened to relaunch the ATP effort and a contract amendment with Parametrix will be executed in early February 2026. The ATP effort has been retooled to include expanded public involvement at every stage of the plan development. While some work that was done with the original ATP effort will be reused the project team will revisit many of the plan’s core elements including the bike and walking networks, project prioritization, and the goals and vision.  

The project team will be forming the workshop committee in February and March 2026 and the first workshop meeting is anticipated in spring 2026.

Funding

The Active Transportation Plan was originally a joint effort with the Transportation Element of the Comp Plan update and the two were budgeted together

  • $600,000 was original budget for TE/ATP effort
  • Additional need of $200,000 was identified for the expanded ATP effort
  • $150,000 was included in the mid-year 2025 budget adjustment – from projects deferred 
  • $50,000 was included in the 2026 budget
