Landlord License
If you rent or lease real property (residential or commercial) within Bremerton City limits, you’re required to have a City of Bremerton Landlord Business License.
This is a city-based Landlord license only — it’s not issued or managed by the Washington State Department of Revenue and does not appear under your Washington State business license.
Even if you already hold a Washington State business license for other purposes, you’ll still need a separate City of Bremerton Landlord License if you own long-term rental property with tenants inside city limits.

Requirements for Landlords
Anyone renting or leasing real property inside Bremerton city limits must:
Obtain a Landlord Business License – $75 fee annually
- Submit a Landlord Business License Application (PDF)
- Participate in the Landlord Notification Program (see below)
- Confirm compliance with the Landlord Tenant Act (RCW 59.18.060)

A $3.25 fee applies only to phone or online payments. There’s no fee for updating your account or making changes.
Landlord Notification Program
Effective January 1, 2014 (BMC 5.06), landlords must provide the City with:
- A complete list of all rental properties within city limits
- An email address or other approved contact method for the Bremerton Police Department
This helps connect property owners and the Police Department to improve communication, safety, and neighborhood well-being.

Landlord-Tenant Act Compliance
Landlords must certify that all rental units comply with RCW 59.18.060 of the Landlord Tenant Act, ensuring that every dwelling meets minimum health and safety standards.

Frequently Asked Questions (FAQs)
No. There is an important distinction between long-term and short-term rentals:
- Long-term rentals: Rental agreements of 30 days or more. Require a City of Bremerton Landlord License.
- Short-term rentals: Rentals of less than 30 days (e.g., Airbnb or vacation rentals). Governed by the State of Washington business licensing requirements, not the City’s landlord license program.
Yes. If a family member lives in your property, it is considered a rental and requires a City of Bremerton Landlord License, even if no rent is exchanged. The only exemption is if you also live in the home for more than 50% of the year.
Yes. Renting one or more rooms within your home qualifies as a rental activity and requires a landlord license.
No. The City of Bremerton does not currently conduct physical inspections. Instead, landlords must certify compliance on the license application, confirming that the property meets all housing and safety requirements.
Yes. You may authorize a property manager or third party to manage your license application, billing, and renewal on your behalf.
Landlord licenses are valid from January 1 through December 31 each year. Renewals must be submitted by January 31 of the following year to remain in compliance.
Failure to obtain a required landlord license may result in fines, enforcement actions, and potential legal consequences. Noncompliance can also affect your standing as a landlord under City regulations.
